PICO road work near Upper Darby SD properties to disrupt carline and board meetings, district staff say

Upper Darby SD officials told the district's Finance and Operations Committee on Monday that two planned PICO gas-line projects will close streets adjacent to district properties and are likely to affect drop-off (the carline), morning transportation operations and the scheduling of evening board meetings.
Marvin Lee, the district's director of operations, said one project will close multiple local streets around an elementary school (roads named in the presentation include Township Line, Alexander and Roberts avenues and stretches of Borman, Bond and Ebingham) beginning in April and is expected to run through August 2025. "We expect the car line to be most heavily affected by this work," Lee said. He thanked PICO and the contractor, Miller Brothers, for sharing information and responding to the district's concerns.
A separate, phased project on Lenstown Avenue outside the district administration building will be done in three segments, Lee said. The district does not yet have exact schedules for that work, but PICO indicated it may start in fall 2025 and perform night work between 7:00 p.m. and 5:00 a.m. "The night work brings significant challenges in two different ways," Lee said, noting that "the schoolboard meeting will be affected because PICO work will start at 7:00 p.m.," and that transportation staff begin shifts around 5:00 a.m., which could be disrupted by overnight activity.
A committee member asked whether PICO and its contractors will restore roads and sidewalks after construction. Lee said the district has "limited influence in what PICO is doing with these contractors, but we have a pretty good relationship with the contractors. So we'll ask them to complete the job in a way that we can accept." Another committee member asked the committee to confirm the work is a PICO project and not a district-led construction project; Lee confirmed it is PICO's gas-line replacement performed by the contractor.
There were no remote public comments. Mr. Rogers, who opened and closed the committee's agenda item, summarized that the two sites likely to affect district operations are the elementary-school area where daytime work is scheduled and the Lenstown Avenue corridor near the administration building where phased night work is possible. The committee had no formal votes on the projects; district staff said they will provide updates to the board as more precise schedules become available.
The committee moved to adjourn at the end of the session.
