Matlock told the council the new ownership team — including Lance Cherry and partners Walter and Mike — are first‑time operators who are investing personal funds and have submitted an operations plan addressing prior problems at the location: staggered departures, an exterior security presence and other crowd‑management measures designed to reduce late‑night disturbances.
"These three men are first‑time business owners…They're going to be on the floor every single night," Matlock said, adding the owners have an operations plan and will be responsive to neighbors.
Council members repeatedly stressed the town must be made whole on unpaid detail or other bills owed by the prior operator. Councilman Dorenzo and others said the transfer should not complete until outstanding payments are secured. The council voted to approve the transfer conditional on satisfying the town’s unpaid bills, and approved the victualing and two entertainment licenses; council practice requires a six‑month probationary check‑in after issuance.
Operational conditions discussed at the meeting included keeping entertainment toward the front of the building to reduce back‑lot noise, a 12:45 a.m. entertainment cutoff, and a requirement that staff and owners be responsive to neighbor complaints. The owners said they plan to employ professional security and implement a dress code and staggered departure procedures.
