The staff presentation said the exemption is justified because the program requires a single provider capable of delivering an integrated, turnkey service model that bundles staffing, curriculum, assessment and program management, which the district argued reduces administrative burden and supports reliable implementation. Staff also told the board that the state’s grant timeline and the program’s required features make a competitive procurement impractical for timely implementation.
Board members asked about annual oversight and whether the district retains rights to reevaluate the provider. Staff replied that the board would reapprove contracts each year and that the district would negotiate and sign the contract annually; the authorization gives the superintendent authority to enter yearly contracts should the state award funds. The staff presentation used the name “Capital Learning” but later discussion also referenced “Catapult”; the transcript contains both names.
The board approved the resolution (identified in meeting remarks as 2526.125) by a 4–0 vote. Staff said, if awarded, grant activity would begin the first week of June and the district would issue a notice of intent to award and proceed with contracting up to the principal award amount.
Next steps: the district will await the state grant notification, issue a notice of intent to award if funded, and execute annual contracts with the approved provider. The board’s authorization does not itself commit funds beyond the scope of the state award; final contracting and program rollout are contingent on ODE award confirmation.
