Milford council adopts health-services contract and three-year cemetery maintenance deal

Milford City Council voted April 6, 2026 to authorize two contracts after brief discussion.
Ordinance 26-452: public-health services. Council authorized a contract with the Claremont County Health District to provide public-health services for the city for 2027. The ordinance text lists an annual payment amount transcribed as $29,255.14; council members noted the figure was up marginally from prior years and asked city staff to provide a five-year cost history to aid visibility during next budget season. Council voted on the ordinance by roll call; Miss Russell, Miss Barney, Mr. Brown, Mr. Price, Mr. Parish and Mr. Valardo voted yes to adopt the ordinance.
Ordinance 26-453: cemetery grounds maintenance. After the city reported it received a single bid for Green Lawn Cemetery maintenance, the manager recommended a three-year contract to fix costs and avoid repeated short-term procurement. Council authorized a three-year agreement with ANA Lawn Care and Landscaping for maintenance of Green Lawn Cemetery in an amount not to exceed $272,250. Council suspended rules, read the ordinance by title and adopted it by roll call with each recorded member voting yes.
Council members asked questions about the procurement process and the comparative cost of in-house versus contracted maintenance; the city manager responded that equipment and staffing make outsourcing a more efficient option for the cemetery given the scale of work.
Both ordinances were adopted during the committee-as-a-whole portion of the meeting and will be executed by the city manager per charter authority.
