Millard County adopts updated general plan after public hearing

The Millard County Commission voted to adopt Ordinance 26-04-07, approving a comprehensive update to the county's general plan following a public hearing and a presentation by Rural Community Consultants.
Mike Hansen of Rural Community Consultants, who led the plan update, told commissioners the document is intended as a high-level advisory roadmap that brings together state-required elements—including land use, housing, transportation and water—with local master plans and emergency-preparedness work. "A good general plan is one that is comprehensive," Hansen said, adding the plan aims to keep the county's left and right hands coordinated.
The plan includes a refreshed economic-development chapter kept intentionally broad to reflect the county's mix of agriculture and other emerging industries. Planning Commission chair Erin Sasonson provided a written comment that Hansen read into the record, urging that the plan "strikes an appropriate balance" and protects agriculture while allowing room for other industries to grow.
Commissioners asked staff to note that the plan is advisory. Hansen cautioned that while state statute allows a jurisdiction to adopt an ordinance mandating compliance with a general plan, the consultant team and the commission are not recommending that approach; the adopted document remains guidance, not a verbatim regulatory code.
The commission closed the public hearing and adopted Ordinance 26-04-07 by voice vote. Supporters said the update modernizes the county's long-range guidance, ties in recent master plans, clarifies coordination with towns, and adds an appendix aligning county resource-management elements with the broader County Resource Management Plan.
The county will continue to hold periodic reviews of the plan and follow up with ordinance updates (zoning and subdivision rules) where implementation detail is required.
