At its April 7 meeting, the Urbandale City Council completed routine business and approved several administrative and procedural items:
- Minutes and consent agenda: Council approved the March 17 meeting minutes and a nine-item consent agenda (motions passed).
- Resolutions: Council approved multiple resolutions (including Nos. 129-2026, 13-2026 and 131-2026 as corrected in discussion). No roll-call tallies were recorded in the meeting transcript.
- Bond-related items: Finance Director Nikki Lamb briefed council on the 2026A general obligation capital loan notes and the related official statement ahead of the April 21 bond sale. Lamb reported a Moody’s rating call occurred and the dissemination agreement (with Piper Sandler) would post financial reports to EMMA; council approved resolutions 126-2026 and 127-2026 to proceed.
- Public hearings established: Council established public hearings for a vacation of a public access easement (Lot 61 Oakwood Haven Plat 1 at 4750 86th Street) and the FY 2026-27 operating budget, both set for April 21, 2026. Council also approved a motion to set the process for other hearings referenced in the packet.
Why it matters: The bond-authorizing resolutions and dissemination agreement are steps necessary to market and sell the city's GO capital loan notes; public hearings set the calendar for citizen input on the budget and property/easement matters.
Outcome: All motions passed as recorded on the meeting audio; staff will return with final bond-sale results and further hearing materials as dates approach.
