Parents, advocates press board over special-education staffing, SELPA and delayed records

Across a string of public comments on April 17, parents and advocates urged the board to prioritize special-education leadership, funding and responsiveness.

Several speakers described long delays in answers to Public Records Act requests and case-level inquiries. A parent said a PRA submitted 54 days earlier about special-education information had not been fully answered and that piecemeal responses had frustrated families trying to advocate for services. "When someone's requesting information, it is the right of that individual to receive the information," one commenter said, urging more timely, complete disclosure.

Multiple speakers and union representatives emphasized the importance of a district-level special-education director and of robust SELPA (Special Education Local Plan Area) coordination. They said a consistent district-level leader helps ensure compliance with state and federal law, coordinates services, and provides training and dispute resolution for families. One parent asked the board to resist cuts that would eliminate SELPA-related services and to keep a named administrator in place.

Board members and administrators acknowledged the concerns. Superintendent Dr. Himenez said the district's team is reviewing complaints, that staff are working with Invista Forensics on facilities matters that have affected services, and that the district is providing trainings and supports through Equity and Access and other departments. Dr. Himenez and other officials told the board they'd follow up with documentation; parents asked for clearer public reporting on response times and spending tied to special-education supports.
