The Village of Orland Park took procedural steps toward a possible Crossroads Tax Increment Financing (TIF) district, authorizing an escrow agreement with a developer to pay for feasibility and financial studies and adopting a resolution declaring the village’s intent to reimburse certain expenditures should a TIF be created.
Staff explained the site (southeast corner of 159th and LaGrange) is overgrown and currently dormant; the developer previously proposed apartments that were rejected by the board, and the new approach emphasizes owner‑occupied row homes and greater commercial components. Because owner‑occupied housing is harder to finance without assistance on challenging parcels, staff said a TIF could be used as a pay‑as‑you‑go mechanism to reimburse developer‑eligible costs from increment revenues generated by the project — a method staff described as self‑financing that would not obligate the village to issue bonds in the current plan.
Trustees sought assurances about school‑district impacts and staff said the village is arranging meetings with other taxing bodies, particularly school districts, to protect their revenue streams and to ensure appropriate intergovernmental agreements. Trustees also questioned whether the village should underwrite soil remediation or other site preparation on behalf of a developer; staff said the escrow agreement obligates the potential developer to cover study costs and does not commit the village to fund improvements absent further approvals.
The board approved the escrow authorization and adopted the reimbursement‑intent resolution on roll call. Further approvals and detailed terms would be needed before any TIF or reimbursements are finalized.
