Port Orange council adopts outdoor storage and mural paint rules in unanimous votes

The Port Orange City Council on second reading unanimously approved two land-development ordinances intended to clarify standards for outdoor storage and sign/paint rules.

Ordinance 2026-4 amends the land-development code to establish standards for outdoor donation bins and for temporary storage containers at non-residential construction and renovation sites. The measure updates definitions and miscellaneous regulations to set placement and appearance standards for such containers and bins.

Ordinance 2026-5 amends definitions and architectural design chapters and updates sign regulations. The ordinance clarifies the method for determining whether paint colors qualify as earth tones or pastels and expressly excludes murals from paint restrictions, while continuing to prohibit reflective and fluorescent paints on permanent signs.

Both measures were approved on second reading by roll call (votes recorded as yes: 5; no: 0). Council had no public speakers on these items and took no amendments during the hearings.

What's next: Both ordinances become effective per their ordinance language; staff will implement the clarified review standards in planning and code-enforcement processes.
