Catoosa County posts clean FY2025 audit, reports healthy fund balances and 91.36% graduation rate

Director Carter presented the district’s annual financial audit and related fiscal reports at the April 7 board meeting.
Carter said the Georgia Department of Audits and Accounts issued a clean, unmodified audit opinion for the fiscal year ended June 30, 2025, noting no material weaknesses, no significant deficiencies and no instances of non-compliance. "An unmodified opinion is the highest level of assurance an auditor can provide," Carter said, and described the district as a low-risk auditee.
The board also reviewed February 2026 financials: the general fund’s available resources were reported as $94,690,929, total expenditures $77,990,246 and a fund balance of $19,225,987. Carter noted the district increased its unassigned fund balance by $1.45 million in FY2025 through expense reductions and revenue management.
Carter tied fiscal stability to classroom outcomes, noting the district’s record-high graduation rate of 91.36%. The audit and financial statements were placed on the district website for public review, and Carter thanked his finance and bookkeeping teams for their work.
