The Yucaipa‑Calimesa Joint Unified School District board on July 16 approved a request to place a student in a residential nonpublic school located outside California after discussion about educational necessity and cost.
Board members were told the placement is intended only after district teams have exhausted in‑district options, and that placement in a nonpublic school requires acceptance by the receiving school and approval from the California Department of Education (CDE) before state SELPA funds can be applied. District officials described the placement as a 24‑hour residential program rather than a standard school‑day arrangement.
During the discussion, board members sought clarification about the duration of the placement and which agency would carry ongoing financial responsibility. District staff explained the IEP team and the special education local plan area (SELPA) participate in evaluating placements; if the receiving school is CDE‑approved the SELPA then becomes responsible for funding. Board members also raised concerns about cost and asked whether the placement commitment is for a single year; the board was told the placement is reviewed through the usual IEP process and that the board’s approval supports the application and acceptance process.
The board moved and voted to approve the specific waiver request for a nonpublic school placement. The motion carried unanimously.
