Montgomery’s Planning & Zoning Commission on April 7 voted to recommend that city council approve a rezoning request by SPT McGomery LLC (Dev. 2215) to change roughly 5.7 acres in the middle of a larger development from B commercial to Institutional.
Staff said the middle tract of the project along Lone Star Parkway and TX‑149 is proposed for a church; other portions of the overall development will contain multifamily duplexes and small‑box retail. The commission reviewed preliminary layouts and noted that final civil and site plans, drainage and access arrangements, parking and buffering will be subject to later detailed review. ‘‘They are proposing a church,’’ staff summarized, and any access, pad‑to‑pad entries and associated easements will be worked out separately from the rezoning application.
A commissioner asked staff to involve the historical society and developer in considering whether remnants of Lawson High School — an historically Black high school referenced by a speaker — should be evaluated; staff said the developer had been connected with the historical society and that the connection was on record.
Commissioners also discussed vegetative buffers and a possible emergency access requirement by Montgomery County; staff said vegetative buffers between institutional and adjacent uses (multifamily, commercial and single‑family) will be required by the development agreement and reviewed during plan submittals.
The commission moved, seconded and voted to recommend the rezoning to city council. The recommendation and associated preliminary plat materials will be forwarded to council for final action.
