Staff told the commission the project, the sixth building on the site, had cleared the technical review process and complies with zoning and the comprehensive plan. The presentation said the building will sit at the southwest corner of the lot near a 100‑foot electric transmission easement and that stormwater retention was constructed in an earlier phase.
Crystal Welsh, representing the petitioner, confirmed there are no immediate plans for additional buildings beyond the sixth structure. When Commissioner Osborne asked whether additional buildings were planned, Welsh replied, “the site is pretty well built out ... I do not believe there's any plans for additional building.”
A nearby resident who declined to file formal comment raised concerns about light shining into bedrooms after a fence was removed, saying the light “shoots straight through into the houses” and that curtains are required to sleep. Staff members present said they would inspect the site. City staff indicated an investigation could be completed in “30 or 45 days” and that resolution would be required before issuance of a certificate of occupancy if the lighting violates city ordinance.
Commissioners also asked staff to confirm whether semi‑trucks or vehicles were being stored on grass at the site; staff agreed to investigate parking and confirm appropriate on‑site storage. The commission made those investigations a Condition of Approval.
Commissioner Micheller moved to grant final approval pending staff confirmation that lighting and parking meet ordinance standards prior to certificate of occupancy; Mr. Osborne seconded. The commission voted unanimously to approve the conditioned final site plan.
Next steps: city staff will inspect the lighting and parking conditions and report compliance before the certificate of occupancy is released. If unresolved, the commission directed staff to withhold final certification until corrections are made.
