Monty explained the change was a bookkeeping reobligation to avoid returning ARPA funds to the federal government: "This amendment essentially reobligates those funds from the 29 extension to 2nd Avenue South. The 29 extension remains a high‑priority project and we'll pursue a subsequent agreement to preserve it," he told the board.
Commissioners who attended a recent meeting with the city said the move only shifts the timing of funding and that the county still supports the 29 extension. After brief discussion, the board approved the amendment by voice vote. Monty reported about $1,870,000 in ARPA funds remain available to allocate and said staff will monitor partner schedules to ensure expenditure before the federal deadline.
Commissioners instructed staff to prepare a subsequent agreement with Sock Rapids and to continue tracking remaining ARPA commitments so the county meets spending requirements.
