Glen Ridge council adopts water‑meter ordinance, approves GIS contract for utilities

The ordinance encourages residents to allow replacement of in‑home water meters and establishes enforcement: a $100 fine for noncompliance starting Sept. 20 and $25 for each additional day of noncompliance. Councilors and staff urged cooperation to avoid fines and to facilitate work by ID‑badged installation crews; staff reported about 350 homes remained to receive new meters and said installations typically take 15–20 minutes and include door hangers and photo‑ID verification.
Separately, the council approved Resolution 101‑25 to enter a noncompetitive contract with Spatial Data Logic for specialized software maintenance and geographic information system (GIS) services used by the building department and utilities crews. Councilor Moody said the software provides mobile access to geographically pinned field data and that the nature of the specialized work supports a noncompetitive procurement under local rules.
Both the ordinance (1822) and the GIS contract resolution were adopted by roll call. Officials also noted a separate agenda item addressing water‑utility budgeting and replacements in the earlier budget presentation.
