Council tables Budget Amendment No. 4 after questions about deeded streets and paving priorities

City staff presented Budget Amendment No. 4 proposing to move POW bill funds to pay for street repairs and paving. During the presentation staff reported that a recent survey effort found B Street had never been deeded to the city, so paving for that street was removed from the immediate project list and two streets (River Garden and Meadowwoods) were added in its place.
Council members expressed concern about prioritizing newer developments over older streets, requested the underlying survey and the list of streets used to score and prioritize paving projects, and asked for bid and cost details before approving transfers of funds. One council member said the proposal should be tabled until the next meeting so staff can provide the requested documentation.
The city manager confirmed a surveyor had been hired and that a copy of the survey had not yet been received by staff. The council directed that staff follow up with the survey results, the list of candidate streets, and updated estimated costs, and the council agreed to table further action on Budget Amendment No. 4 until those materials are available.
Council discussion also included a reminder to obtain at least two bids and to provide transparency to the council when streets are removed or substituted from planned paving lists. No final transfer of funds was approved at this meeting.
