Pipeline operator seeks above‑ground valve site in Franklin Park; commission approves

The Franklin Township Historic Commission approved a request to install an above‑ground valve site for the existing Senoko pipeline at Castleton/Franklin Park.
"The new valve site will be an above ground valve that's fenced in and we'll have it electrically operated so our control center that runs the pipeline can close it remotely," said Kyle Donnelly, the project manager for the pipeline, describing the change that will allow remote operations and the removal of the existing underground valve on the north side of Easton Avenue. Donnelly and Sam Gilbert of AE Energy Services said the work follows the New Jersey Green Acres review and that the State Historic Preservation Office has already reviewed and cleared the proposed impacts.
Commissioners and the applicant discussed the valve site's appearance and landscaping. Donnelly said the valve will be mostly concealed behind a brown vinyl fence; the team offered several color options and told the commission it will work with the township and the Shade Tree Commission on additional plantings. The company said the valve removal at the existing north‑side location will be minor — replacing the old valve with a 14‑inch length of pipe roughly 30–40 feet long and re‑burying the right‑of‑way — and that the bulk of construction would occur at night with a limited footprint.
Following discussion, Rob (recorded as Rob Court) made a motion to approve the valve‑site as submitted; Samuel (recorded as Samuel Loose) seconded, and the chair called the motion and recorded the approval by voice vote. The applicant may proceed but agreed to coordinate final fence color and landscaping details with township staff.
The commission did not attach additional archaeological or historic conditions to this item beyond the state review already completed.
