Budlong Pool complex: pool house finished, plastering awaits warmer temperatures; city to absorb $62,830 of unforeseen excavation work

Public Works Director Frank Caro updated the public works committee on Budlong Pool construction, saying the pool house interior (locker rooms and bathrooms) is complete and most pool structural work is finished, but plaster and tile remain pending until weather permits.
"The pool house has been completed," Caro told the committee, adding that the pool walls and gutters are in place and that plastering requires sustained temperatures of at least 50°F to be installed and to allow the pool to be filled. Caro said site work resumed once frost left the ground and that crews have been installing underground electrical conduit and drainage piping; concrete flat work (aprons) will follow once subgrade work finishes.
The contractor encountered an unexpected layer of peat — unsuitable, compressible material — during excavation. That remediation work totaled about $89,000; the contractor absorbed roughly $27,000 under contract terms and the city will pay about $62,830 for the remainder. Caro said the material is unsuitable but not contaminated and staff are locating an appropriate disposal/placement site.
Committee members asked about schedule and contingencies; Caro said the current completion target remains mid-June but that plastering must wait for suitable temperatures. Members requested weekly project updates for the neighborhood and the committee.
Next steps: Public Works will provide weekly status reports to council staff and return change-order details as needed; the committee will monitor progress as the contractor completes plaster, tile and surrounding site work before opening.
