On Jan. 29 the governing body introduced Ordinance 4‑26, which would formally establish the Borough Cultural Arts Council in the municipal code and place it administratively under the Recreation chapter while preserving its operational autonomy.
Borough attorney Joe said the ordinance primarily codifies an existing advisory body that has been operating without an establishing ordinance; the change clarifies meeting rules, duties, and quorum requirements and relocates the council’s ordinance text under the Recreation chapter for organizational clarity. Members of the Cultural Arts group who attended the meeting asked whether the council will continue to have its own budget line; borough staff said a separate line for cultural arts will be included, as it was in the prior year.
Some councilmembers said they initially opposed the measure because they were unfamiliar with the language and asked for assurances that the Cultural Arts Council would remain autonomous. The attorney and supporters said autonomy is preserved, but the ordinance standardizes quorum and bylaws consistent with municipal code. The council voted to introduce the ordinance and scheduled a public hearing.
