Council introduced Ordinance 3‑26 on Jan. 29, formally attaching a redevelopment plan for parcels identified as the former Sunshine Biscuit (Sunshine Biscuit/Sunrise Biscuit) site. Borough planning staff said the current proposal would reduce building coverage versus previously approved warehouse plans by a substantial amount (the planner cited reductions on the order of roughly 143,000 square feet) and aims to attract modern, energy‑efficient development with potential rail freight access to reduce truck traffic.
The ordinance is an introduction only; the plan will be forwarded to the planning board for a consistency review and returned to the governing body for a public hearing and possible adoption. Staff said the developer and the town planner who prepared the plan are expected to attend the public hearing to answer public and council questions. Several councilmembers asked for fuller developer presentations at the public hearing to address scale, proposed tenants, traffic impacts and whether uses such as a bus depot might be feasible.
The council scheduled the public hearing for Feb. 23, giving residents an opportunity to review plan materials and question the redeveloper and planner during the public meeting sequence required by New Jersey redevelopment law.
