Board begins planning for next five-year strategic plan, seeks wider community input

Dr. Waterman told the board the district is approaching the final year of its current strategic plan and needs to begin a process to develop a successor plan for board adoption by next winter. He reviewed the objectives used in the 2022 process—stakeholder input, transparency, local successful models, measurable targets and an easily articulated plan—and solicited board input on additions or removals to those objectives.
Board members discussed process elements including whether to re-engage the outside partner used in 2022, how to recruit a broadly representative community cohort (the prior effort engaged roughly 85 participants), and options to hold sessions at varying times including weekends and evenings to reduce participation barriers. Members suggested translation services or remote participation options to include non-English speakers.
Several members proposed that the planning sessions be conducted as open board meetings so all seven board members could participate and the sessions could be live-streamed for public transparency. Board members also recommended creating a standing check-in with the strategic planning team after adoption so the original contributors could review progress on metrics and offer periodic feedback.
Dr. Waterman said staff will draft a process timeline and return with proposed dates; he suggested using the summer to assemble a planning team and presenting a draft timeline for board review by May or June.
