Grant County approves road improvement contracts, fog-seal work and a revised chloride (dust-control) rate

Grant County moved forward on several highway projects and routine road maintenance contracts during its work session, approving awards for a County Road 20 reconstruction, the 2026 seal-coat/fog-seal program and a county-administered fee on chloride spreading.
Highway staff recommended awarding the County Road 20 improvements to the low bidder, Mark Santa Gravel, after bids returned roughly 17% under the engineer's estimate. The highway official told the board the engineer's estimate was about $1.705 million and the low bid was roughly $1,413,666.61; the board approved the award by voice vote.
The board also approved the county's 2026 seal-coat and fog-seal contract for County Roads 8, 5 (a portion north of Elk Lake campground) and 14, accepting Morris Seal Coat and Trucking's low bid of $590,861.71 (the engineer's estimate was $637,135.15).
On chloride (dust-control) spreading, highway staff reported competing per-gallon and per-foot prices and recommended Hannon Lawn Care as the low bidder. Staff proposed—and the board approved—adding a county-administered 12¢ per linear foot charge to cover county time for staking and verification work. Highway staff noted average driveway lengths and said advertising for the program would go in local paper and on Facebook. The motion to accept Hannon plus the 12¢ fee passed with one recorded opposition.
Highway staff also acknowledged a procedural error on a separate gravel procurement that exceeded a $175,000 posting threshold; the board voted to reject all bids so the solicitation can be reposted correctly.
Finally, the board approved a hauler contract and hauler license for the county recycling center (appliance and scrap-metal removal) consistent with the solid-waste ordinance.
All contracts approved at the meeting were standard award motions recorded by voice vote; staff said preconstruction scheduling for awarded projects will follow and asked the board to expect additional timeline updates.
