Lake Central board holds first reading of suspension/expulsion policy, updates capitalization and purchasing thresholds

The Lake Central School Corporation board reviewed three policies in a first reading at its April 7 meeting that would change how the district handles expulsions and update financial thresholds.

Superintendent Dr. Barraco led the discussion of board policy 5610, which covers suspension and expulsion. He said the board intends to reinstate a statement clarifying that the board will not hear appeals of hearing-examiner expulsions and that such appeals must be filed with the county circuit or superior court. "Instead, appeals must be filed with the county circuit or superior court," he said, describing language that had appeared in earlier versions of the policy. He told the board that expulsions have declined over the years — "from let's call it 80 to 10 or 12 a year," he said — and said the added language responds to confusion arising earlier this semester.

Dr. Barraco also presented policy 7455, a one-page change that raises the capitalization threshold for district capital items from $5,000 to $10,000 to match recent code updates. He said the change is largely technical and will return for a vote at the next meeting.

The superintendent reviewed updated purchasing numbers and explained the district typically adopts the maximum thresholds allowed under Indiana code; board members were reminded they receive financial reports every two weeks and may inquire about large purchases and competitive bidding practices.

All three policy changes were presented as first readings; the board did not vote on them at this meeting. Board members were invited to raise questions before the policies return for formal approval on April 20.
