County awards $4.48M chip-seal contract and rejects over-budget pavement-marking bid

Brandon, the county engineer, presented bids for multiple road projects at the April 7 Williams County commission meeting.
For the 25-213 countywide chip-seal project the engineer's estimate was $4,651,296; Asphalt Surface Technologies Corp. submitted the low responsible bid at $4,483,376.58. The county awarded the contract to Asphalt Surface Technologies Corp. and authorized staff to pursue up to $2 million in additional chip-seal work where funding from under-budget line items allows.
On the countywide pavement-marking project (estimate $318,370) the county received one bid from Traffic Safety Services at approximately $369,567.22—about $51,000 over the engineer's estimate. Because striping quantities may be reduced or altered after chip-seal operations, staff recommended rejecting the pavement-marking bid. The board voted to reject that bid.
The chip-seal award was approved on a roll-call vote. Staff will return with contract documents and any proposed scope additions for commission approval before additional work proceeds.
