The Waukee City Council approved a resolution to proceed with the 10th Street Extension project and awarded the construction contract to Elder Corporation of De Mo, Iowa, after staff presented the project scope and bid results.
Rudy (city staff) described the extension as roadway, water, sanitary and storm-sewer improvements extending from University Avenue south to Westown Parkway, with associated grading, sidewalks and utility work. Staff told the council notices had been mailed to impacted property owners and that right-of-way negotiations were ongoing. The council approved a resolution authorizing final site selection, acquisition (purchase or eminent domain if necessary) and funding to move the project forward.
Bids for the project were opened March 24; the engineer’s estimate was $22,515,689.35 and the apparent low bidder was Elder Corporation at $23,240,000 (about 3.2% over estimate). Staff said the city included a 5% contingency in its planning and recommended awarding rather than delaying, noting price escalation risk for a project of this scale and duration (18–24 months). Council members voted to award the project as recommended.
Staff identified property owners contacted in right-of-way negotiations including Jay Wet Holdings LLC, Signal Holdings LLC, JWet Family LP and an Aaron and Ashley Priscet Revocable Trust. Staff also noted that the project is included in the draft CIP and that detailed plan specifications and the estimate of cost are on file with the city clerk.
The resolution to award the contract passed with recorded affirmative votes from Council members Cone, Grove, Anderson, Lion and Pierce.
