Under the proposed rules, applicants for site‑plan level work would be required to obtain city engineer approval of a designated haul route, participate in a pre‑construction meeting, execute a haul‑route agreement, post financial assurances for road repairs as a condition of permit issuance, and pay for route signage. The ordinance sets hours of construction activity (7 a.m. to 7 p.m. Monday–Saturday) and outlines a written violation and civil infraction process with stop‑work authority for repeated noncompliance. Council asked staff clarifying questions about the definition of "applicant," Sunday work approvals and enforcement procedures; staff replied that ordinary permits for small home repairs are not the target of the ordinance and that Sunday work would need specific DPW approval.
