City Manager Riker said administration would develop measurable indicators tied to the goals. After discussion over timing and integration with current budget work, council approved the goals "as presented" with direction that a draft of measurables be provided at the first meeting in June for council review.
Council members urged that the measurable framework be practical and allow administration flexibility during the current budget season. Several council members said they want the council to use the goals as a lens for evaluating budget allocations; administration said staff would include narrative descriptions tied to draft budget documents to show alignment.
The motion to approve the goals with the measurable directive carried on a roll‑call vote.
