The Dauphin County Planning Commission on April 6 approved three waivers and a conditional approval enabling a temporary drive‑through facility that will serve as a staging location while MidPen Bank prepares a permanent branch.
Chase Mater, representing the applicant (William Sight Civil), told commissioners the plan "proposes the construction of a 3,88 square foot facilities building" as the first phase of a two‑phase project, and described requests for three waivers: allowing preliminary plans to be considered in advance of a final submission; accepting a letter from the Millersburg Area Authority instead of an approved sewage facilities planning module; and waiving the final stormwater management plan requirement because the existing lot is 100% impervious and the proposed improvements will reduce impervious area.
Staff confirmed the applicant provided a letter from the authority showing existing water and sewer laterals have capacity, and Millersburg borough staff and the borough engineer reviewed downstream conveyance and flood concerns. The plan also includes consolidation of three lots. "We are decreasing impervious for the site," Chase said, adding that the applicant provided downstream analysis showing sufficient capacity in the storm sewer system.
Commissioner Bob Spanler moved to grant the three waivers, and Joe Robinson seconded. The motion carried by voice vote; the record shows Commissioner Mary Gaseki later stated she would abstain from that vote because she "had some knowledge and some talks on this project." The commission directed staff to add the waivers to the plan as a condition of approval.
Why it matters: The waivers let the developer proceed with a temporary facility that allows continued banking operations during demolition and reconstruction of the permanent branch nearby. The substitution of a municipal authority letter for a formal sewage module expedites review but places a condition on final plan documentation.
Next steps: The applicant indicated a separate submission for demolition and the permanent bank building will follow in approximately three to four weeks; staff will ensure the approved waivers are recorded on the plan and will transmit any additional conditions in the approval letter.
