Commissioners debated previous district pledges and whether the $300,000 earlier committed by one commissioner changed the county’s ability to fund other mandatory projects. One commissioner said he had committed $300,000 in good faith and expressed concern that the county then treated mandatory funds as a general pool; staff and other commissioners replied that the allocation process was discussed at a prior work session and that some discretionary adjustments were needed to advance high-priority projects.
The board also authorized moving funds previously earmarked for Interstate Paper Road to help fund the Barrington Ferry/119 roundabout (a project staff estimated at about $3.1 million). Officials said the reallocation aims to pace the roundabout work to coincide with the bypass completion and to reduce a known traffic bottleneck. Commissioners later discussed coordination with Hinesville and state permitting steps; staff noted certain state reviews (historic/environmental) can slow projects and that county-funded work may help fast-track local construction.
Finally, staff announced an unexpected state allocation of roughly $526,000 (LMIG-type funds) with no local match required; commissioners were asked to identify candidate roads for application by a June 15 deadline and staff said they would present options at the mid-month meeting.
Next steps: engineering/surveying will proceed for the trail project, procurement steps will begin for roundabout planning, and staff will present a prioritized list of candidate LMIG roads at the mid-month meeting for commissioner selection.
