Bossi said the recommended 15 locks would cost about $38,506 and that the county has CIP funds available for jail infrastructure (he reported about $463,000 available for such repairs). He described a plan to purchase smaller quantities now and acquire additional locks over time rather than buy all 66 at once.
Commissioners asked why bids varied so widely; Bossi said several bidders called to note that the low bidder produces its own locks and could constitute a substitution that would not meet the RFP specifications. He and staff concluded the low bid likely would be challenged and therefore was not appropriate for the county’s electronic system.
A motion to accept Bossi’s recommendation was moved and seconded. The board voted by voice and the motion carried; no roll‑call votes were recorded on the audio. Commissioners did not record mover/second by name on the public record, and no amendment to the motion was offered.
The purchase is to be funded from the jail CIP allocation and staff will place the order and schedule installation using county forces for fitting the locks.
