Park board approves sidewalks, ADA improvements, tree plantings and design services; directs council request for epoxy floor funding

Staff said the Lions sidewalk proposal includes an 8‑foot layout and that bollard installation would be performed by city maintenance staff.
Trees and landscaping: Staff recommended — and the board approved — awarding the Memorial Park tree‑planting proposal to Ducets Landscaping, including five Norway pines along Mill Avenue, not to exceed the $25,000 budgeted amount; staff noted the contract combines street‑tree plantings and park plantings for economy of scale.
Design services for Lum Park shower building: The board approved TWWM Architecture for design of the Lum Park Shower Building rehabilitation. The approved scope includes an alternate design to add a separate shower entry (staff estimated design fees at ~$7,500 for the alternate scope) and staff noted $110,000 is included in the capital budget for the 2027 rehab.
Epoxy floor coatings and council funding request: Staff presented proposals to apply epoxy coatings to concession stands and park restrooms with a total estimated cost of $14,786.60; an alternative, smaller scope limited to several high‑use facilities would cost about $9,282. Board members discussed prioritizing higher‑volume restrooms and a possible private sponsorship to cover a single site. By motion, the board directed staff to request the full $14,786.60 from city council under capital improvement funds so work can proceed this spring.
Other notes: Board members discussed lighting and visibility considerations for plantings near the proposed skatepark footprint and asked staff to coordinate layout so tree plantings will not obstruct potential access points.
