Fernley council approves annexation of 107.87-acre county island near Victory Logistics area

The Fernley City Council voted to approve Bill 372 (ANX250001), a voluntary petition to annex a 107.87-acre Lyon County island located northeast of the city near Interstate 80 and adjacent to the Victory Logistics Planned Development.
"This parcel is already within city limits as an island and annexation would eliminate that island while enabling efficient provision of water and sewer service," Senior Planner Alisa Johansson told the council, summarizing staff—s analysis and recommending approval.
Johansson said the annexation was filed under the alternative procedures in Nevada Revised Statutes Chapter 268, noting the petition meets statutory requirements: the property owner submitted the petition, the parcel is contiguous to city limits (as a county island), and the site is not excluded by those NRS provisions that bar certain special lands.
When annexed the parcel will convert from Lyon County—s RR5 designation to the city—s GR20 zoning district; Johansson emphasized that any denser residential zoning would require a subsequent master plan amendment and zoning map amendment before development beyond the default conversion could proceed.
The applicant—s representative, Dave Stelgrove of Bowman Consulting Group, and Scott Barnes of Mark 4 told the council the developer supports annexation because the parcel—s southern adjacency provides the most practical access and utility connections through the Victory Logistics area.
Council members asked about fire protection and review routing; Planning Director Michelle Rambo said entitlement applications are routed to the fire marshal for comment and that the North Lyon County Fire Protection District would continue to respond regardless of jurisdictional status, depending on dispatch and district boundaries.
Councilman Hannon moved to approve and adopt Bill 372 (ANX250001) and the annexation petition; the motion was seconded and the mayor announced the motion carried (meeting record: "Motion carries 40"). The annexation was approved without additional conditions; future development proposals, zoning changes or master plan amendments would return to planning commission and council review as required.
Staff noted required public notices were published and that the planning commission unanimously recommended approval on Nov. 12; Lyon County commissioners were notified and no comments were recorded in the staff summary presented to the council.
