Commission extends application deadline to April 1 and outlines review steps for CRF proposals

Ashley Elliott, the program administrator for the Community Reinvestment and Repair Fund, updated the commission on outreach and the application process and said the application deadline has been extended to April 1.
Elliott said staff will conduct an initial scoring review of applications that meet minimum thresholds between April 1 and April 10 and then present scoring results to the commission so subcommittees can hold deeper review sessions. Commissioners were asked to schedule subcommittee meetings between April 16 and April 23; those subcommittees will present recommendations at a mini‑session on April 23 and the commission will use those recommendations to prepare a funding submission to the Chief Administrative Officer for final approval.
County‑sponsored proposals introduced for commission consideration included an expungement program in partnership with Maryland Volunteer Lawyer Services (MVLS), a workforce development proposal (CCBC and DUDE) and a food access initiative currently being finalized with county partners. MVLS indicated it intends to have its budget and scope ready by March 31 and to present at the next mini‑session.
Commissioners asked clarifying questions about application volume (staff said no applications had been received yet but inquiries suggested groups were preparing submissions), how county proposals are represented on the cash‑flow projections (county proposals will appear in the new initiatives line), and whether unspent funds roll over (staff said the CRF is a special fund that carries across fiscal years). A motion to approve the January meeting minutes was brought, moved by Commissioner Watkins and seconded by Commissioner Brown; the motion was carried unanimously.
