LEPC: FEMA EMPG cut to $547; county to cover shortfall as committee readies Hazard Mitigation Plan RFP

The Gratiot County Local Emergency Planning Committee (LEPC) was told on March 10 that the county’s Emergency Management Performance Grant (EMPG), which historically helped pay part of the emergency manager’s wages and benefits, has been sharply reduced this year from an average of about $14,000 to $547; the county will cover the difference.
The committee discussed next steps for updating the county’s Hazard Mitigation Plan. Members said the LEPC will develop a request for proposals (RFP) to hire a consultant or project manager to lead the update and that volunteers from the committee will be sought to assist in reviewing and revising the current plan. A name suggested for the consultant role in the minutes was Jay Cooper (formerly of MMR), though no hiring decision was made at the meeting.
Committee minutes also note that an Emergency Procedures Manual has been completed for court offices and that most courthouse employees have been trained; the remaining offices are scheduled for training in April.
The LEPC will continue planning the Hazard Mitigation RFP and asked members to volunteer for the review process; no formal procurement decision was taken at the March 10 meeting. The next LEPC meeting is scheduled for May 12, 2026.
