Marine Park contract awarded; borough moves forward on utilities facility and traffic pilot shows slower speeds

Redbank officials told the Aug. 11 council meeting that municipal infrastructure work is progressing: the Marine Park construction contract was awarded to the low bidder (coming in under estimate) with a 14-day mobilization clause, and council adopted Ordinance 2025-24 to fund phase one of a new Department of Utilities facility focused on design and professional services.
Town staff also reported results from a quick-build mini grant project at River and Leighton: traffic counters showed the 85th-percentile speed dropped from 27 mph (March 2024) to 25 mph after the treatments, with southbound traffic down to 24 mph — matching the posted 25-mph limit. Staff said the tactical urban intervention, combined with painting and bollards, produced measurable slowing without installing a four-way stop.
Council and staff reiterated that environmental review, parking relocation during construction and temporary operations will be part of the DPU project’s phase-one planning. The manager said lead-service-line replacement work and the 2025 road program are also underway.
What’s next: The Marine Park contractor is expected to mobilize within 14 days of contract execution; town staff will continue design and environmental work for the DPU facility and return progress reports to council.
