Several Cedar Crossing homeowners addressed the Redbank Borough Council on Aug. 11, urging the borough to help resolve long-standing governance and billing disputes at the deed-restricted Cedar Crossing property.
Resident Linda Clark described alleged irregularities in ledgers and billing dating back to 2021, said some homeowners face large maintenance-fee balances and reported litigation and CPA notices. She said prior boards and management did not communicate or keep consistent records and that homeowners have struggled to get clear answers.
Council members and staff said the borough has already engaged with the division of consumer affairs and the New Jersey Housing and Mortgage Finance Agency where appropriate, and that the governing body agreed to fund a professional audit and a reserve study — using affordable-housing trust funds where eligible — to clarify accounts and the association’s financial standing.
Town staff asked Cedar Crossing residents to meet with borough representatives in a focused session so staff could review records, explain options and plan next steps. Council and staff emphasized that government involvement must respect the condominium association’s responsibilities while providing support where regulatory or statutory obligations suggest borough intervention.
What’s next: Borough staff to schedule a meeting with Cedar Crossing residents and proceed with an audit and reserve-study engagement; residents were encouraged to provide supporting documentation to town staff.
