Lindsay, a borough staff member, told commissioners the borough received the county tax rate late this year — around July 20 — which delayed mailing tax bills until about July 30 and compressed the available time before the statutory Aug. 1 third-quarter due date. She proposed adopting estimated tax billing for the third quarter in 2025 so the borough can issue bills earlier and smooth revenue flows between the May and August quarters.
"We cannot change a statutory tax date for the third quarter taxes; they're still due August 1st," Lindsay said, and added that estimated billing would allow the borough to get bills out prior to the end of June so homeowners would have a full month until Aug. 1 plus the usual grace period. She said homeowners would retain the 10-day courtesy the borough typically provides, and that a formal resolution is expected to be introduced in 2025 (likely February or March) to implement the change.
Commissioners indicated no objection in principle; one commissioner said he had discussed the idea with staff and had no issues. Lindsay said the change would help homeowners who travel or live out of town and would prevent the borough from having to extend an August grace period when bills are sent late.
No vote was taken at this meeting; staff will prepare a resolution for a future meeting. The clerk and finance staff were asked to draft the resolution and the accompanying timeline for public notice and implementation.
