Council approves labor peace agreement tied to planned municipal dispensary

Staff said the agreement contemplates the city contracting an independent operator (Red Pine Group) to manage retail operations and that the labor peace language would either be assigned to the operator or the operator would enter into a separate agreement with an organizing union if employees choose to unionize.
The staff presentation characterized the document as largely procedural and drafted to address a gap in statute relating to contracting operators for municipal dispensaries. Council moved, seconded and approved the agreement; no member requested further amendments on the record.
The agreement sets procedures for how the city and operator will address union organizing or collective-bargaining requests and does not itself compel unionization. Staff will carry the executed agreement as part of procurement and the municipal-dispensary project file.
