City staff presented Riverbend Plat 5 at the Aug. 18 meeting and asked council to approve both the preliminary plat and the final plat and development agreement. The proposed subdivision includes four patio-home lots and two duplex lots under R4 townhouse/patio-home zoning and shows a planned future minor arterial (Jade Road/12th Avenue) alignment through the area.
Staff said the final plat will be conditioned on the dedication of right-of-way for the future Jade Road and included a requirement that a temporary turnaround easement be vacated and the roadway extended before certain building permits are issued. The council asked staff to clarify who bears the cost of improvements; staff confirmed the developer is responsible for required roadway improvements serving the subdivision.
Council moved and approved the resolutions for the preliminary plat (Resolution 2025-04) and the final plat and development agreement (Resolution 2025-055). Staff noted the timing for construction of the future Jade Road remains under negotiation with the developer and is addressed in the development agreement carried forward from an earlier plat phase.
