Spartanburg council approves first reading to join countywide Children’s Cabinet

She described a phased approach to forming the cabinet, with a smaller initial slate of members and later an application process for community representatives.
Councilmembers asked how representatives would be chosen and whether there were immediate budget implications. Staff said initial membership would be selected from a working group and that the cabinet’s recommendations that require funding would come back to city staff and potentially to council; "there's really no additional financial implication from participation in this children cabinet unless otherwise directed specifically by council," a staff member said.
Councilmember [mover] moved to approve the ordinance as drafted; the motion received a second and passed on a voice vote. (First-reading ordinance 2006-006 approved by voice vote: "Aye," "Ayes have it.")
The ordinance establishes the Cabinet’s governance structure and a youth council intended to coordinate partners from city government, the school district, nonprofits and community representatives. Staff said the cabinet will align partners to review systems and policies affecting children and families and to recommend potential collective actions or investments.
Next steps: staff will publish governance documents, solicit initial members for the phased launch and return any specific funding requests to council for separate consideration.
