Lodi Village Council approves 2026 temporary appropriations, fund transfers and mutual-aid agreement

Lodi Village Council approved a package of routine and time-sensitive ordinances at its Dec. 22, 2025 regular meeting, including temporary appropriations for the 2026 fiscal year, intra-fund transfers and authorization for the police chief to join a county mutual-aid agreement.

The actions set short-term spending limits for 2026 and adjusted appropriation lines between funds. The council also completed the third and final reading of an ordinance providing for legal services for the village.

Council Member Patricia Graham moved to adopt the temporary-appropriations ordinance, seconded by Miller; the motion passed on a roll-call vote with Graham, Miller, Surrarrer, Ridenour and Gorglione voting yes. On the legal-services ordinance, Miller moved and Graham seconded; roll call yeas were Miller, Graham, Surrarrer, Ridenour and Gorglione.

Separately, council approved an ordinance to transfer appropriation items within funds. Miller moved the transfer ordinance and Ridenour seconded; the motion carried with Miller, Ridenour, Graham, Surrarrer and Gorglione voting yes.

Council also voted to authorize the police chief to enter the Medina County Intracounty Mutual Aid Agreement for law enforcement. The council suspended the three-reading rule and passed the ordinance as an emergency after Graham moved and Gorglione seconded; roll-call yeas were Graham, Gorglione, Miller, Surrarrer and Ridenour.

These measures were presented as routine legislative business necessary for budgeting and intergovernmental cooperation; no extended debate or opposing votes were recorded. The council adjourned after completing the agenda.
