Lodi Village Council authorizes zoning permits for Settlers Grove, hires Fire/EMS employee and approves equipment donation

The Lodi Village Council on Feb. 9, 2026 voted to allow Fechko Excavating to obtain zoning permits and begin building homes in Settlers Grove Phase 1 while the village retains the developer's performance bond until infrastructure punch-list items and inspections are completed.
Mayor Robert Geissman reported the request from Fechko Excavating and said village legal counsel advised that issuing permits while holding the performance bond would be acceptable given winter weather delays that have prevented final inspections. The council approved the motion to authorize the permits on a voice roll call (YEAS: Gorglione, Ridenour, Miller, Surrarrer, Double, DeMell; NAYS: None). The Board of Public Affairs will also consider the matter at its next meeting.
The council also approved several routine actions. On a motion by Surrarrer, seconded by Gorglione, members voted to donate old fire hose to Chatham or the Medina County Career Center (YEAS: Surrarrer, Gorglione, Miller, Ridenour, Double, DeMell; NAYS: None).
Following a recommendation from Mayor Geissman, the council voted to hire Isaiah Helton as an employee of the Fire/EMS department contingent on the successful completion of all pre-employment testing requirements. The motion, made by Miller and seconded by Gorglione, passed on roll call (YEAS: Miller, Gorglione, Ridenour, Surrarrer, Double, DeMell; NAYS: None).
Council member Surrarrer also reported that the Harrisville-Lodi Union Cemetery District "will officially be under the direction of Harrisville Township thirty days from 2-7-26," noting the administrative change for the district.
The meeting opened with procedural business, including approval of the Jan. 26, 2026 minutes with a correction to the spelling of DeMell. With no further business the council adjourned.
Actions taken at the Feb. 9 meeting are administrative and procedural in nature: the zoning permit authorization allows the developer to begin work before final completion of punch-list items while preserving the village's financial assurance through the performance bond; the hire is conditional on standard pre-employment testing; and the donated equipment is to be transferred to local training/agency recipients.
