Lodi Village Council approves replat ordinance, withdraws from cemetery district and OKs K9 training

The Lodi Village Council on Jan. 26 passed an emergency ordinance approving a replat of parts of village lots 1162 and 1163, adopted a resolution withdrawing the village from the Harrisville‑Lodi Union Cemetery District, approved routine finance items and authorized a $1,450 K9 training expenditure.
Council member Miller moved to suspend the three‑reading rule and pass the replat ordinance as an emergency; Council member Ridenour seconded. The motion to suspend and the ordinance each passed on roll call, with Miller, Ridenour, Surrarrer, Double, DeMell and Gorglione voting yes and no nays recorded.
The council also voted to adopt a resolution withdrawing the village from the Harrisville‑Lodi Union Cemetery and the Harrisville‑Lodi Union Cemetery District. Council member Ridenour moved to pass the resolution, seconded by Double; the roll call vote was unanimous.
Finance business included approval of the monthly bills and the monthly financial report. Both motions, moved by Miller and seconded as recorded, passed on roll call with all voting members recorded as yes.
On public safety, Police Sgt. Shane Sams requested funding for K9 handler and dog training at the American Tactical K9 Association annual conference to be held Oct. 5–10, 2026, at the Muscatatuck Urban Training Center in Indiana. Council approved an expenditure of $1,450 to send Sgt. Sams and K9 Dakota; roll call recorded yeas from Council members Surrarrer, Ridenour, Double, DeMell and Gorglione, and an abstention from Miller.
Clerk‑Treasurer Annette Geissman led the annual vote to appoint council representatives to the Volunteer Firefighter's Dependency Fund Board. A motion by Ridenour, seconded by DeMell, elected Aaron Surrarrer and Eric Double as the council's representatives. The minutes record Chris Ridenour and Ken Triplett as the members chosen by the fire department and John DeMell as the member chosen by the “other four.” The minutes further indicate Chris Ridenour will serve as chair and Eric Double as secretary of that board.
Mayor Robert Geissman told council the village's OPWC (Ohio Public Works Commission) grant application for a waterline replacement project has been forwarded to the small government unit for scoring; the village is currently in the cure period before the grant is submitted for funding consideration.
Council member Surrarrer reported that a property owner at the corner of Market and Railroad streets sought permission from Harrisville Township to use part of a triangle‑shaped township parcel for a driveway. Mayor Geissman and Village Solicitor Ted Lesiak advised that while the township allowed limited use, the parcel does not meet current village zoning requirements; the owner was advised to apply for a village zoning variance or to seek an easement from Harrisville Township sized to meet village zoning standards.
With no further business, Council member Surrarrer moved and Gorglione seconded to adjourn; the motion passed on roll call.
