Council voted to suspend the three-reading rule and pass the ordinance as an emergency after a motion by Council Member Gorglione, seconded by Council Member Miller. The ordinance passed on a unanimous roll call (YEAS: Miller, Gorglione, Surrarrer, Double, DeMell).
