Lodi Village Council tables lot replat after emergency passage; approves 2026 appropriations and routine measures

The Lodi Village Council on March 23 approved permanent appropriations for the fiscal year ending Dec. 31, 2026, and signed off on a package of routine financial and utility items while deferring final action on a contested lot replat.
Council approved the appropriations ordinance following a presentation by Clerk-Treasurer Annette Geissman, who noted several line items had been omitted from the packet provided at the previous meeting. Council Member DeMell said for the record that receiving such materials sooner would be helpful; the ordinance was approved on a roll call vote in favor by all members present.
Earlier in the meeting Council moved, on a 4–2 vote, to suspend the three-reading rule and pass an ordinance approving a replat that would create new village lots 1272 and 1273. After discussion about the property owner’s timeline and the absence of submitted plans, Council Member DeMell requested the matter be tabled until he could review the owner’s plans. DeMell’s motion to table, seconded by Gorglione, carried, leaving the replat pending.
On routine business the council:
• Approved the monthly bills and the monthly financial report (motions by Miller; unanimous roll call). • Approved a change order for the Krause Substation Upgrade Project after Utility Superintendent Tracy Haltrich provided background on the need for the change order. • Authorized up to $150 to purchase a memorial banner for Captain Carl Summers; Police Chief Keith Keough will seek family permission to use an AI-generated image if an appropriate uniform photo cannot be located and will coordinate with project chair Robin McEwen. • Accepted donations from BTR Haus and the Hands Foundation consisting of 20 fully stocked Easter baskets (each including a $10 Subway gift card) and 20 envelopes with $25 Drug Mart gift cards for seniors.
Council Member Double reported several downtown economic-development items: a new coffee shop will replace the old one on the square, Taylor’s Diner is starting building work this year, and some property owners are preparing buildings for rental or a restaurant. Double said he has been meeting with local proprietors and encouraged council members to engage with business owners; he also relayed Utility Superintendent Haltrich’s suggestion that council and local schools tour utility facilities.
Mayor Robert Geissman briefed council on grant opportunities, noting the Critical Infrastructure and Neighborhood Revitalization Grant as a candidate for up to $500,000 to support storm sewer work and other downtown projects, and reminded council of the upcoming Medina County CDBG second public hearing. He said the Board of Public Affairs would be consulted about stormwater work and that the neighborhood grant could bundle projects such as sidewalk restoration, a restroom at the splash pad, and a rentable event building.
