St. Joseph council approves Oaks on 20th PUD and plats for 42-unit apartment

The St. Joseph City Council on Oct. 20 approved a final Planned Unit Development (PUD), a preliminary plat and a final plat for the Oaks on 20th Second Edition, authorizing a 42-unit apartment building and dedication of an outlot for stormwater ponding and green space.
City planner said the application before the council was the “second set of applications for the Oaks on 20th second edition,” describing a replat that converts three existing single-family lots into two lots, with one lot to be dedicated to the city for stormwater and green space and the other to contain the apartment building. The planner said the developer will construct the stormwater site improvements and that the city would waive stormwater and park dedication fees in exchange for the outlot dedication.
The planner outlined developer obligations in the development agreement, including grading and seeding the ponding area and achieving at least 75% vegetative cover before the city assumes maintenance. The Planning Commission reviewed the project at a prior meeting and recommended approval on all items by a 6–0 vote.
During questions, a council member raised concerns about emergency access and the pedestrian connection near a play area, asking whether fire apparatus could reach the site. The planner pointed out the designated emergency access location and said the Planning Commission recommended connecting the sidewalk to the trail if grading permits, noting slope and topography constraints and a roughly 10% slope that affects feasibility.
Council members moved separately to approve: Resolution 2025-068 (final PUD), Resolution 2025-069 (preliminary plat) and Resolution 2025-070 (final plat and development agreement). Each motion was seconded and carried by voice vote.
The planner told the council construction is expected this fall, with early November cited as the likely start for site work. The council’s approvals clear the way for the developer to proceed under the conditions recorded in the development agreement.
