Council approves conditional use for tattoo parlor on Pass Road after variance discussion

The Biloxi City Council approved a conditional-use permit allowing a tattoo and body‑piercing establishment to operate at 1670 Pass Road (suites A and B) after the planning commission approved a related variance.

Planning staff told the council the planning commission voted 13–0 to recommend approval and that owners told the commission the business would operate by appointment to minimize queuing and neighborhood impacts. Jerry Krill (planning staff) explained that the tenant space sits at the Pass Road frontage of an L-shaped shopping center and faces the commercial corridor while nearby residences face the opposite direction; the variance addressed the fact the shopping center parcel is on the same block as some residential lots.

Council members questioned proximity to residences, potential noise and parking impacts, and the precedent that variances can set. Mr. Creel and others asked about conditional-use enforcement. Krill explained the city treats conditional use as revocable: staff will notify the business of complaints and give a period to address problems; if issues persist, the planning commission and city council can consider revocation of the permit.

After deliberation the council approved the conditional-use permit on a 4–3 vote. No immediate criminal-safety pattern was reported by police; the police chief said calls to tattoo parlors have been rare and limited to isolated incidents such as equipment theft.

The council recorded the action as a conditional approval subject to standard enforcement and corrective measures if community complaints prove valid.
