Michael Mooney, a manager with ABDO, told the Crookston City Council on Dec. 15 that a recently completed compensation and classification study recommends a new step‑and‑grade pay plan for city staff and that the proposed plan meets Minnesota pay equity standards.
The consultant said the recommended structure has 23 grades and nine steps and is designed so that the average minimum pay in each grade equals market minimums while average maximum pay is about 2% above market. "If we implement January 1, phase‑one implementation would result in approximately a 2% increase to the overall payroll," Mooney said, adding the citywide cost in the study totaled roughly $32,000 based on current headcount.
