County reviews five-year bridge plan, eyes grants and approves CDL trainer stipend

Scott County highway staff presented a five-year bridge plan April 15 and cautioned commissioners that state CCNG fund timing may change, affecting grant application windows. The county identified a set of priority structures (including bridge 35 on Slab, bridge 16, bridge 28, bridge 132 and a larger federal-aid project, bridge 7) and discussed using in-house maintenance to extend service life where feasible.
Highway staff said environmental review and utility relocations are the critical path on larger projects and that bridging funding could require match dollars from the county. Staff also discussed equipment options, including whether to purchase or rent an excavator for maintenance crews.
Separately, the board approved a resolution authorizing an annual stipend not to exceed $2,000 to support the county's CDL trainer; the stipend is payable from funds derived from CDL training revenue and is contingent on funds being available. The motion passed by voice vote.
Commissioners instructed staff to continue refining the bridge priority schedule, pursue applicable grants when the CCNG cycle is announced, and report back on equipment cost-benefit analyses and match strategies.
