Commissioners table ABC Land rezoning request in Lexington pending road and driveway plans

Developers for ABC Land LLC asked the Scott County Board of Commissioners April 15 to rezone 14 historically platted lots inside Lexington from agricultural to R-1 residential with the intent to build mostly three-bedroom starter homes priced in the roughly $200,000—$220,000 range.

Austin Dockins, representing ABC Land, said water and sewer capacity exist and that the original town plat shows streets and lot dimensions. He told commissioners the company expects to construct required infrastructure and expressed willingness to follow county standards on road and sidewalk construction.

Commissioners and staff raised multiple questions: whether original street right-of-ways require extension, what road standards and driveway improvements the county will require, who will own and maintain roads and driveways, and whether sidewalks should be required through downtown Lexington. Commissioner concerns focused on getting a written plan for road construction and maintenance before approving the rezoning.

The board accepted staff advice to have the developer submit driveway and road plans to county highway staff for review and sign-off and voted to table the rezoning until the next regular meeting to allow time for engineering details and public feedback.

Chair said the area-plan board had previously given a favorable recommendation but that county-level conditions should be addressed before final approval.

Next steps: the developer will coordinate with Kevin in the highway department to prepare a scope-of-work and deliver driveway/road documents for review. The rezoning request will return to the board after county staff clearance and community follow-up.
